CNCP
The National Committee for Public-Private Partnership Contracts CNCP has the broadest powers to administer the Support Agency for the Implementation of Public-Private Partnership Contracts, define and guide its general policy and evaluate its management within the limits set. by its object. It sets, within the framework of the directives given by the supervising Minister, the action of the Agency.
This committee adopts the staff regulations, the internal rules, the budget, the balance sheet, the administrative and financial procedures manual as well as the Agency’s accounting regulations.
Composition
The National Committee for Public-Private Partnership Contracts CNCP is made up of different permanent secretaries from different ministries. It is :
They are governed by internal regulations that they adopt themselves and then submit to the supervising Minister for approval.
This committee adopts the staff regulations, the internal rules, the budget, the balance sheet, the administrative and financial procedures manual as well as the Agency’s accounting regulations.
In addition, the CNCP analyzes and submits to the Government for adoption the projects, the documents of the vision and the policy necessary for the development of PPPs as well as the legal and regulatory reforms necessary for the development of public-private partnership contracts.
It validates the preliminary assessments of projects prepared by the sectoral ministries, the decentralized entities, the companies with public participation, or ex officio, by the management unit. This body launches calls for proposals for PPP project studies for the execution of public-private partnership contracts and selects the best offer to be submitted to the authorized authorities for signature.µ
The CNCP ensures the settlement of disputes arising between the parties to the contract on the one hand and, on the other hand, disputes arising between the holders of the contracts and the users.
