IDENTIFICATION OF A PPP PROJECT

Through a first phase of identification, the project can be initiated by different types of public promoters of PPP projects: a government ministry, department or agency, a local authority, a public institution, a national company or a public company. company with majority public participation.

This identification process should be formalized through the development of a “concept note”. The project can also be initiated by a private promoter in the form of mutual agreement or direct agreement with a public partner.

In all cases, the PPP Unit and the ministries supervising non-governmental public promoters are closely involved in the identification process. In particular, they participate in the project selection and definition stage, may give their opinion on the concept note and act on the decision to proceed with the next stages of project preparation.
