There are many forms of PPP: the project structuring stage allows you to choose the formula best suited to the project in question.

Structuring a PPP project consists of allocating the responsibilities and risks relating to this project between the public entity and the private partner. It is an iterative process, which feeds into and informs the preparation and feasibility stage of the project.

The information from the feasibility study as well as the economic viability analysis are indeed essential to the structuring of the PPP, in particular the volume of investments to be made and the estimates of demand and the ability of users to pay. . These elements are likely to change the allocation of risks to arrive at a project that is technically feasible, economically and commercially viable, and sustainable in terms of budgetary commitments for the public authorities.

The structuring phase covers three processes: identification of risks, allocation of risks and responsibilities, and definition of mitigation measures.
